In retrospect, profound changes and tremendous progress have taken place in east Asia. Looking ahead we can say with full confidence that relatively sound conditions exist for east Asia to raise its economic and social development to a new level.

維護地區(qū)的和平與穩(wěn)定，發(fā)展經(jīng)濟、科技，擴大互利合作，促進共同繁榮成為東亞各國的共識。東亞國家致力于在相互尊重，平等相待，互不干涉內(nèi)政的基礎上發(fā)展相互關系。通過友好協(xié)商，妥善處理存在的某些分歧。東亞政局穩(wěn)定，國家關系良好，這為東亞各國保持經(jīng)濟持續(xù)增長，發(fā)展經(jīng)濟合作創(chuàng)造了重要的前提條件。
It has become the shared understanding of east Asian countries to maintain regional peace and stability, develop economy, science and tecnology, expand mutually beneficial cooperation, and promote common prosperity. East Asian countries are committed to the development of their relations on the basis of mutual respect, trading one another as equals, and non-interference in one another’s internal affairs and properly adressing some existing differences through friendly consultations. With political stability, east Asian countries enjoy good relations among themselves. This has provided an important prerequisite for the sustained economic progress in east Asian countries and the development of their economic cooperation.

東亞國家具有相當?shù)慕?jīng)濟實力，有的進入了發(fā)達階段，有的踏上了新興工業(yè)化的航程，有的正在步入快速發(fā)展的行列。這一地區(qū)擁有豐富的勞動力資源和自然資源。各國都在按照自己的實際情況確定發(fā)展戰(zhàn)略，不斷調(diào)整產(chǎn)業(yè)結(jié)構(gòu)，轉(zhuǎn)變增長方式，促進科技進步，加強對外經(jīng)濟聯(lián)系，這為東亞各國開展經(jīng)濟合作提供了廣闊的空間。
East Asian countries have built up significant economic strength. Some have entered the developed stage, others enjoy the rank of newly industrialized nations, and still others have barked on the road of rapid growth. Endowed with rich human and natural resources, countries in this region have formuilated their development strategies in light of their actual conditions, constantly reajusted their industrial structure, effectively shifted modes of growth, promoted scientific and tecnological progress, and strenghtened external economic exchanges. All these have provided a broader scope for east Asian countries to engage in economic cooperation.

東亞各國人民在漫長的歷史實踐中創(chuàng)造了自己的優(yōu)秀文化，這種文化傳統(tǒng)以社會集體為重，崇尚自尊，自強，艱苦奮斗，勤儉節(jié)約，謙虛好學的美德。處理人際關系，提倡和恰、協(xié)調(diào)。對待國際關系主張和平共處。這是寶貴的精神財富。只要東亞各國結(jié)合本國的實際，順應時代的潮流，弘揚和運用這些具有東方特色的文化傳統(tǒng)和智慧，同時積極吸取世界各國人民創(chuàng)造的一切進步文明成果，就可以為不斷發(fā)展東亞經(jīng)濟合作提供精神動力。
Through their long histories, the peoples of east Asian countries have created their own fine cultural traditions. These cultural traditions attach great value to social communities, uphold such virtues as self-respect and self- strenthening, arduous effort, industriousness, frugality, modesty and eagerness to learn. They stress harmony in handling human relations and stand for peaceful co-exitence in international relations. These cultural traditions constitute valuable spiritual legacy. As long as east Asian countries keep up with the trend of the times, and carry forward and imply those cultural traditions and wisdom with oriental features in light of their actual natural conditions, while vigorously absorbing all fruits of human progress and civilization, the development of economic cooperation in east Asia will be further boasted by these spiritual motivations.

總之，從政治、經(jīng)濟、文化地緣等各方面看，東亞都是當今世界一支不可忽視的力量，東亞地區(qū)經(jīng)濟發(fā)展的前景是光明的。
All in all, east Asia in today’s world is a force that cannot be neglected politically, economically, culturally or geografically. The prospect for east Asia’s economic development is promising.

當然，在充分看到東亞地區(qū)經(jīng)濟發(fā)展取得成就的同時，也要正視前進中存在的困難和障礙。例如東亞國家不同程度的存在不合理的經(jīng)濟結(jié)構(gòu)，不健全的金融體制，粗放型的增長方式，滯后的基礎設施建設，以及沉重的人口和環(huán)保壓力等問題，都需要認真對待，切實加以解決。
Of course, while fully recognizing the economic achievements in east Asia, we must also look squarely into the difficulties and obstacles on the road ahead. For instance, east Asian counties suffer to very degress from untenable economic structures, fluid financial systems, crude modes of growth, backward infrastructures, and the enormous pressures brought by overpopulation and the increasing needs for environmental controls. These problems need to be adressed seriouly and resolved effectively.

近來發(fā)生在東南亞的金融危機給人民以深刻啟示。金融體系的正常運行對經(jīng)濟全局的穩(wěn)定和發(fā)展至關重要。在各國金融聯(lián)系日益密切的條件下，保持健康穩(wěn)定的金融形勢，需要各國在制定正確的金融體制、政策和監(jiān)管上作出努力，需要加強國際和地區(qū)的金融合作，需要防范國際游資過度投機，這樣才能有效地維護國際金融秩序。
South-east Asia’s recent crisis has taught people a profound lesson. A normal functioning of the financial syetem is crucial to the overall economic stability and development. To maintain a sound and stable financial order and to closely intertwine in globle economy, it is imperative for countries to work to improve their financial system, policies and supervision, to strengthen those regional and international financial cooperation, and jointly ward off excessive speculation by international hot money. Only by doing so can we effectively maintain the international financial order.

我們相信，經(jīng)過共同努力，東亞各國人民一定能夠在新的世紀中，創(chuàng)造更加美好的未來。
We believe that as long as we work together, peoples in east Asia will certainly build a better future in the new century.
