Australia's House of Representatives has narrowly passed a bill to introduce a controversial carbon tax. The legislation would force major polluters to pay for each tonne of carbon dioxide they emit. The victory is an important one for Prime Minister Julia Gillard whose popularity with voters has been declining. She says that any delay would increase the cost of reducing Australia's carbon gas emissions. But the opposition has vowed to repeal the tax, saying it will cause job losses and raise the costs of living. Australia is the world's largest coal exporter and is one of the biggest per capita greenhouse gas emitters.
