Message from Ms. Irina Bokova, Director-General of UNESCO, on the Occasion of World Day of Romani Language

World Day of Romani Language, instituted by the UNESCO General Conference, is an opportunity to promote a valuable component of the world’s linguistic and cultural heritage. The Romani language, or Romani ?hib, was declared the official language of all Roma people in the world on the occasion of the first World Romani Congress, held in London in 1971. It is the main system of communication, identity, socialization and cultural integration for the Roma people, who today live dispersed in almost every country of the world.

世界羅姆語(yǔ)日由教科文組織大會(huì)所設(shè)立,它是一個(gè)契機(jī),為我們展現(xiàn)出世界語(yǔ) 言和文化遺產(chǎn)中的一塊瑰寶。在1971年于倫敦舉行的第一屆世界羅姆人大會(huì)上,羅姆語(yǔ)(Romani ?hib)被宣布為全世界羅姆人的官方語(yǔ)言。它是目前散居在世界各國(guó)的羅姆人溝通交流、身份認(rèn)同、社會(huì)交往和文化融入的主要系統(tǒng)。

This ancient language is now endangered, and UNESCO recalls the need to preserve and enhance this integral part of the Roma identity, a key vector for conveying cultural traditions that enrich our common humanity. UNESCO is delighted to support the endeavours of researchers, linguists, university professors, writers and journalists who use the Romani language. The Organization also encourages the numerous actions already undertaken at the international level, such as the proposed charter and declaration on the Romani language.

而今,這門(mén)古老的語(yǔ)言瀕臨滅絕,教科文組織呼吁有必要保護(hù)并珍視這門(mén)語(yǔ)言,它不僅是羅姆人身份認(rèn)同的核心元素,更是人類社會(huì)文化傳統(tǒng)的重要載體。教科文組織衷心支持羅姆語(yǔ)學(xué)者、語(yǔ)言學(xué)家、大學(xué)教師、作家和記者的工作,同時(shí)也鼓勵(lì)國(guó)際范圍內(nèi)已采取的眾多行動(dòng),諸如推動(dòng)為羅姆語(yǔ)制定一部憲章和一份宣言。

World Day of Romani Language must also further spur us to promote Roma education and culture, in particular encouraging generations of young Roma to learn their mother language in schools. Thus, UNESCO is committed to quality education for Roma children through a special programme, conducted in cooperation with the Council of Europe since 2006. UNESCO and the Council of Europe have accordingly published Guidelines on Preschool Education for Roma Children. Defending a language means supporting a policy to combat all forms of discrimination and to promote social inclusion. Today, I call on all UNESCO’s Member States to pool their efforts to that end.

同時(shí),世界羅姆語(yǔ)日也應(yīng)進(jìn)一步讓我們動(dòng)員起來(lái),去促進(jìn)羅姆人的教育和文化發(fā)展,尤其是在教育機(jī)構(gòu)中推動(dòng)年輕一代的羅姆人學(xué)習(xí)他們的母語(yǔ)。為此,自2006年起,教科文組織同歐洲委員會(huì)合作,開(kāi)展了一項(xiàng)專項(xiàng)計(jì)劃,致力于羅姆兒童的優(yōu)質(zhì)教育問(wèn)題。教科文組織同歐洲委員會(huì)一起,針對(duì)羅姆兒童出臺(tái)了幾項(xiàng)關(guān)于包容教育和幼兒保育的指導(dǎo)方針。通過(guò)捍衛(wèi)一門(mén)語(yǔ)言,我們提倡的是反對(duì)各種歧視、崇尚社會(huì)包容的一整套政策。值此世界羅姆語(yǔ)日,我呼吁教科文組織所有會(huì)員國(guó)團(tuán)結(jié)起來(lái),朝著這一方向貢獻(xiàn)出各自的力量。
