consult, negotiate, confer

這些動詞均含“協(xié)商、商量”之意。

consult : 多指向權(quán)威或有識之士請教或咨詢。

They consulted long, but could not decide.（他們磋商了很久, 但是不能做出決定。）

negotiate : 正式用詞，指雙方通過爭論或討論最后達成協(xié)議等；也指通過商議從而解決問題。

We've decided to negotiate a loan with them.（我們決定和他們商定貸款之事。）

The government negotiated with the opposition party over the new law.（政府就新法與反對黨進行了協(xié)商。）

confer : 正式用詞，強調(diào)對觀點或意見的交換。

She withdrew to confer with her advisers before announcing a decision.（她先去請教顧問然后再宣布決定。）
