1980年7月16日，莫斯科奧運會期間，西班牙人薩馬蘭奇當選為國際奧委會主席。1984年洛杉磯奧運會，是薩馬蘭奇擔任國際奧委會主席后舉行的首屆夏季奧運會。洛杉磯奧運會開賽前，薩馬蘭奇曾對中國代表團承諾，要給第一位奪金的運動員頒獎。開賽首日，許海峰就為中國射落了奧運首金，同時也是那屆奧運會的第一枚金牌。在頒獎儀式上，薩馬蘭奇親自為許海峰掛上了沉甸甸的金牌。
